Arena Football League Touchdown Reminds Us Why The NFL's Ban On Celebrations Is Dumb

The Utah Blaze is an Arena Football League team and one of their touchdowns this weekend included a brilliant celebration that would never be allowed in the NFL.

After returning a kickoff for a touchdown, LaVaughn Macon was "clotheslined" in the style of professional wrestling by one teammate and then another teammate simulated bouncing off the ropes before dropping an elbow that The Rock would have been proud of.

Of course this would be a 15-yard penalty in the NFL for what the league defines as "taunting" the opponent. But in reality, there is nothing about this that is directed at the opponent and is completely harmless...

Golf Notes: South area golfers dominate the game

It?s been a banner year for golfers from our region and it seems to only get better.

For instance, just last week Thorny Lea?s Matt Parziale won the prestigious Francis Ouimet Memorial Tournament in unusual fashion and 15-year-old Megan Khang of Rockland advanced to the semifinals of the US Girls? Junior Championship in Indiana.

Parziale, survived a five-hole playoff to win the rain-shortened championship last Friday at Woodland GC in Newton. It?s not his first Ouimet title. Parziale, 24, won the Ouimet in 2009 before he gave pro golf a whirl.

As for Khang, it?s not her first dance at the Junior Prom and won?t be her last..

She was the youngest player ever to qualify in 2009 when she was 11. She is a veteran of the Girls Junior, making her fifth straight appearance and in the tournament?s 65-year history, only 38 players have played in five or more.

?It's a huge event and I love playing in it,? Khang told reporters in Indiana. ?I just want to keep coming back. Even if I'm too old, I want to keep coming back ? but I know I can't.?

Unless the championship is moved off its traditional late-July date, Khang will be eligible for two more US Girls' Juniors Championships before she turns 18, meaning she is on pace to tie Margot Morton's record of seven appearances.

Khang, who is ranked among the top girls in the nation by Golfweek magazine, should walk away with this championship trophy someday soon.

But Khang and Parziale are not the only golfers having a great summer.

Golfers for the region have been piling away hardware.

John Hadges of Easton won the Norfolk County Classic and the Hornblower Memorial to start the year.

Marshfield pro Geoff Sisk won the Cape Cod Open in May. But that was only the beginning. Sisk made headlines by surviving two qualifying tournament to play in the US Open at Merion (Pa.) GC in June.

West Bridgewater native and Brockton Country Club member Mike Calef, who now calls Texas home, captured the State Amateur for the second year in a row.

And you cannot forget Doug Clapp of Old Sandwich GC in Plymouth. He finished second to Hadges in the Norfolk County Class and in the Hornblower. Clapp also made the cut at the State Open; went deep into match play at the State Amateur; and had a respectable finish at the Ouimet Memorial last week.

His efforts have him in first place for the Massachusetts Golf Association?s Player of the Year standings. Clapp has 566 points. Parziale is chasing him in second play with 470 points while Calef has 350 points and Hadges has 325.

Another player who will be making headlines is Easton?s Ryan Riley, the 2011 State Amateur champion. Riley is one of the few locals who earned a berth in the upcoming US Amateur at The Country Club.

And there is Brendan Ridge of Hanover and the Harmon Club. He was the youngest competitor at the State Amateur. He also fashioned the best qualifying round (a 3-under 69) for this week?s State Junior Championship at the Essex County Club in Manchester-By-The-Sea, where he has to be considered one of the favorites.

Of course, on the women?s side, Tara Joy-Connolly dominated the Edith Noblit Baker tournament, a WGAM major, winning by a whopping 10 strokes. To be fair, they played it on her home course, Cohasset. But it was her sixth Baker victory since 1997.

And there are others, such as Norwell native Ben Spitz earned low amateur at the State Open; Herbie Aikens, who advanced to the USGA Public Links Championship in Lorton, Va.; and Blue Hill CC?s Isabel Southard, who is one of the rising juniors.

It?s been a good summer.

Parziale is a great story. [In full journalist disclosure, he is a friend who caddied for us when he was a junior. I still feel bad for the time he was fore-caddying and one of my errant shots headed in his direction. In an attempt to elude my missile, he smashed his face into a tree, leaving an awful bruise. I still haven?t gotten over it.]

He gave the pro tour a whirl and realized how difficult it was and has his amateur standing reinstated.

At the Ouimet last week, the first two rounds were played at Wollaston GC and Wellesley CC; the final round is always played at Woodland ? Ouimet?s home course ? but last Friday?s rain made that impossible.

Parziale was tied after the first two rounds with Cody Paladino of Wethersfield (Conn.) CC and John Flaherty of TPC River Highlands, also in Connecticut. The three were knotted at 3-under par 139. Seeing that there was only a short window of good weather, tournament officials decided to cancel the final round, but have the competitors tied for the lead play a three-hole aggregate playoff on the 16th, 17th and 18th holes. Parziale took an early lead after hitting a 9-iron to five inches on the 17th, but three-putted from 44 feet on 18 to extend the playoff against Paladino. Flaherty bogeyed 18 to drop out, and the playoff then went to sudden death. It ended on the 17th after Paladino drove out of bounds and eventually double-bogeyed while Parziale made a routine par.

??This was very special to win here again. I?m feeling good about my game, and feel that if I can get in contention I have a chance,? Parziale told Becky Blaeser of the Massachusetts Golf Association.

As for Khang, eventual champion Gabriella Then of Upland, Calif., beat her, 2-and-1, in the semifinals.

Dolph Aimola, 87, died last Saturday at 4 o?clock in the morning, which was about the time he would rise every day to prepare for his position as starter at South Shore Country Club. He was as much a part of South Shore Country Club as the greens and the tees and is fondly remember by all of its members.? Even before his death, South Shore Country Club was going to pay special tribute to their longtime starter by bestowing his name on the SSCC Four-Ball tournament, scheduled for this Saturday and Sunday. Everyone there is heart-broken he cannot be on have to savor the celebration as was planned.

Dolph was involved in the founding of the old South Shore Two-Ball Championship some fifty years ago until the tournament expired when South Shore CC went dark in 1985. Eventually, Hingham took the land by eminent domain and restored the golf course. Three years ago it was Dolph who was a force to revive the tournament. In his youth, Dolph was a talented athlete, playing football (semi-pro ball for the old Quincy Manets) and golf. He received an award from the Massachusetts Golf Association for his dedicated work with the old two-ball tournament and also received the Executive of the Year Award from the Tournament Players League.

Twitter is under pressure in Britain to make it easier for internet users to report abuse after more than 30,000 people petitioned it over the case of a feminist campaigner who says she was repeatedly threatened with rape.

Caroline Criado-Perez helped lobby the Bank of England to make a woman, 19th century novelist Jane Austen, the new face on the country's 10 pound note, to defuse criticism that women were under-represented on the currency.

She was then "targeted repeatedly with rape threats" by ill-wishers objecting to her activity, according to an online petition, which called on Twitter to urgently add a 'report abuse' button to its service.

Some users proposed a one-day boycott of Twitter to protest against what they said was its failure to address the issue.

Twitter's General Manager for the UK Tony Wang promised to suspend all accounts found to be in breach of its rules.

"We take online abuse seriously," he wrote, saying the company was testing ways to simplify reporting of abuse.

Open thread for night owls: In the way of defeating Republican Peter King?Democrat Steve Israel

Monday, Steve Benen, set out to define exactly what progressives mean when they say Republicans are sabotaging the Affordable Health Act. Their nihilism and class war are unlike anything since the Civil War.

"[I]t's easy to lose sight sometimes of just how sweeping the GOP efforts to impair the federal health care law really are," he writes. "We've never seen anything like this-- it is literally without precedent-- and for millions of Americans, very little matters more." Benen comes up with several specifics: "First, congressional Republicans are actively trying to undermine the federal health care system by refusing to help their own constituents navigate the system... Second, there's systemic lying to the public." [?]

One Republican who likes portraying himself as somewhat mainstream to his constituents is Peter King (R-NY), the Republican congressman of Long Island's three. Obama did better in King's district than in the 2 other Long Island districts. Obama beat McCain there 51-48% in 2008 and beat Romney 52-47%. But King is close with [Democratic Congressional Campaign Committee (DCCC)] chair Steve Israel and Israel prevents effective recruitment of a Democrat in the district and refuses to let the DCCC help any Democrats who do take on King.

There are 12 districts with [Partisan Voting Indexes] of R+1. Democrats hold 4 of them and the other 8 should be prime DCCC targets. But King's is never on the list and isn't on the list this cycle either. And yet King has voted to repeal the Affordable Care Act every time Boehner and Cantor brought it up.

For all King's efforts to sound "moderate," he votes with the teabaggers and neo-Confederates when it comes to healthcare and other programs that benefit ordinary working families and the middle class. Instead of making him pay, Israel rewards him for his behavior. The DCCC could take that seat in a heartbeat... if they tried.

Obamacare alone would win them the district, which is benefiting tremendously from the law already, despite King's sabotage. [?]

If you're unfortunate enough to be watching the really awful BRAVO series, Princesses: Long Island you're probably aware that most of the vapid, self-indulgent, shallow rich girls are from the North Shore, Steve Israel's district. These aren't people who need or want Medicare or ObamaCare. However, one of the main characters, Joey, lives with her parents on the South Shore, where people very much do need and want ObamaCare. King's district, which has moved considerably east into Suffolk County, stretches from working class suburbs like Ronkonkoma, Bayport and Sayville through Islip, Bay Shore, Babylon and Amityville to Levittown and Seaford. Those are not towns with the mansions and estates of Brookville?the wealthiest town in America?Great Neck, Lloyd Harbor, Sands Point, Roslyn Estates, Oyster Bay, Muttontown, Old Westbury, and North Hills, all in Steve Israel's district and the setting of the wretched Princesses.

One undrafted rookie's pursuit of NFL dream

LAKE ORION, Mich. ? The bright-red Dodge Ram pickup truck weighs roughly two-and-a-half tons. All Zach Line has to do is move it, about 60 feet, with his bare hands.

?Make sure you take it out of park this time,? jokes an onlooker.

Line is crouched low, his forceful breaths sounding like a whistle, as he pulls at a rope attached to the truck?s hitch. Left, right, left, right. His face is flushed and his muscles are burning, but the truck rolls toward him on a clear, direct path. As long as he keeps pulling, he knows he?ll succeed.

What awaits him today in Mankato, Minn., is much less certain. One of about 500 undrafted rookies trying to make it in the NFL, Line?s job title as a fullback for the Vikings is tenuous, and his hope of earning a spot on the 53-man roster is controlled by an unforgiving numbers game.

Line is the type of NFL player few people ever get to know. He?s a long-shot in jersey number 48 who?s making a minimum salary and yearning for a chance to be a contributor on special teams. But from now until the Super Bowl, The MMQB will follow Line no matter where his journey takes him. If he earns a roster spot in Minnesota ? if he?s consigned to the Vikings practice squad ? if he gets cut and lands in another city ? if he finds himself out of football and working odd jobs until the next tryout comes his way. Whatever happens, we?ll trace an NFL season through the eyes of an undrafted free agent chasing his NFL dream.

A year ago, Line was a star running back at Southern Methodist who chased Eric Dickerson?s school rushing marks. He passed him with?4,784 career all-purpose yards and tied his 47 career touchdowns. Now, ?I just want to do the same thing I did in college, be a guy that kids can look up to and see that hard work does pay off,? the 23-year-old says. But he?s already learned that the NFL is a different kind of game.

Line expected to be drafted, and with good reason. An assistant coach from one AFC team called him during the fifth round, telling him he would be their next pick. They selected a lineman instead. The same coach called back in the sixth round, telling him the same thing. Nope, another lineman. In the seventh round, the team passed on Line yet again?this time for a different running back.

On the final day of the draft, Line spent most of his time outside his parents? house in Oxford, Mich., playing catch with his younger brother in the side yard. His mother, Kathy, kept taking walks around the neighborhood, while his father, Joe, kept glowering at the TV. But as soon as the final pick was made, No. 254, Line had no time to dwell on his ?undrafted? status.

Within two minutes, he had to choose between six teams offering him a contract: the Vikings, Cowboys, Saints, Steelers, Texans and Titans. The money was comparable at that point, a small fraction of the approximately $200,000 signing bonus that fifth-rounders get. He chose the Vikings, believing general manager Rick Spielman truly wanted him, and then he and his family headed to Buffalo Wild Wings.

Line?s contract is technically for three years, but he?s under no illusion that he has any security. His yellow lab, named Addaline (get the pun?), will live with his parents during training camp. He and his fianc?e, McKenzie Redman, stored most of their belongings in the garage of her family?s lakehouse in Clear Lake, Iowa. She recently graduated from SMU with an international studies degree, but it?s futile to look for a job without knowing where Line will be in September. ?We?re just roaming right now,? he says. ?Making a roster is a big thing. I want some stability in my life, because I haven?t had that since the end of college.?

It?s been a grind. Line hated the ?Underwear Olympics,? as he calls the pre-draft prodding process, and needed to take a fast-acting nausea medication that dissolved under his tongue after picking up the stomach flu at the Combine. Perhaps worse, non-contact drills in the offseason aren?t designed to highlight the skill set of a fullback. Line figured his best chance of standing out would be to master the playbook, so he stayed up late each night, drawing up plays on a whiteboard.

The best advice he?s received so far came from a Vikings veteran, safety Andrew Sendejo, who told him he has to make ?splash plays.? Line visualizes these: ?Being a part of a tackle on kickoff ? picking up the right block ? picking up a block that you weren?t supposed to get, which made a play happen ? something that is above what they expect you to do as a rookie.?

Line spent his last few days before training camp home in the quiet suburbs between Detroit and Flint. Joe, who works in financial securities, and Kathy, who helps special-needs adults find employment, don?t play the numbers game with him. ?They tell me all the time, ?Just be you,? ? Line says. ?They know it?s going to be tough. That?s all you need, a hug and a kiss and good luck.?

Going undrafted makes it difficult to make your way in the NFL. But not impossible. Fifth-year Jaguars linebacker Russell Allen, once undrafted himself, offers the dos and don'ts to making it in the NFL despite long odds.

One day, during an organized team activities session, the offense was practicing quarterback exchanges in warm-ups and Line looked back to see the NFL?s best running back in his rearview mirror. This is pretty cool, he thought. He and Adrian Peterson actually have something in common, the whole business of chasing Dickerson?s records, but Line hasn?t brought it up. He just hopes they?ll still be teammates in five weeks, or at least in the same league.

But five weeks from now isn?t his real focus. On July 19, after pulling the truck four times in 90-degree heat, his trainers at the Powerhouse Gym suggested a hard workout a day or two before camp opened ?to get your jitters out.?

Line paused at the suggestion, unsure. He?s already trained himself to think one day at a time.

But he?s sure of one thing: ?I won?t give them a reason to cut me.?

Tunisia killing could spell end to Islamist govt

TUNIS, Tunisia (AP) ? The assassination of a second opposition politician in six months has piled the pressure on Tunisia's troubled Islamist-led coalition government, which came to power in the wake of the Arab Spring but is struggling to right the economy and rein in extremists.

With the country brought to a virtual standstill by a general strike and the revelation that the same gun was apparently used by an al-Qaida-linked Islamist extremist cell in the two assassinations, calls grew Friday for the 18-month-old transitional government to stand down.

On Friday six opposition parties holding 42 seats announced their withdrawal from the 217-seat national assembly and called for the government, elected in the aftermath of the overthrow of the country's long-time dictator, to be replaced by a national unity government tasked with finishing off the constitution and paving the way for fresh elections.

"We are withdrawing from the constituent assembly, which has lost its credibility, and are calling for the dissolution of a government that has failed, and tomorrow we will engage in an open sit-in in front of the assembly until it is dissolved," the parties announced in a statement issued during a late-night press conference.

Tunisia is considered the birthplace of the Arab Spring. Its revolution inspired pro-democracy uprisings across the Middle East and set an example for political cooperation when a coalition was formed between the Islamist Ennahda Party and two secular parties.

However, a troubled economy, rising Islamist extremists and the two political slayings have tarnished the government and fueled opposition calls for its dissolution.

"The assassination of Mohammed Brahmi is a failure of the government and a failure of its security policy," said political analyst Alaya Allani. "I think most of the political elite feel it is urgent after the assassination to dissolve the current government and replace it with a non-partisan, competent one."

The government's failure was driven home, said Allani, when the Interior Minister revealed in a press conference that not only was the same radical Islamist group behind the two assassinations, but that the same gun was used.

Lotfi Ben Jeddou said the gun used to shoot leftist politician Brahmi 14 times in front of his home was the same 9mm semi-automatic pistol that killed opposition politician Chokri Belaid back in February.

Brahmi's assailant was Boubakr Hakim, a 30-year-old weapons smuggler with Islamist sympathies who was also part of the al-Qaida-linked cell that assassinated Belaid, according to Ben Jeddou.

Critics of the government have wondered why after five months Belaid's killers had still not been brought to justice and worse that the assassinations were continuing.

The opposition has accused Ennahda of being overly tolerant of a rising radical Islamist trend in the country that has shown violent tendencies in its efforts to instill greater piety in what has long been known as one of the most secular countries in the Arab world.

The killing of Brahmi of the leftist Popular Current comes at a particularly sensitive time as Tunisia's drawn out transition is finally reaching its end with the debate on the constitution and amid rising hopes that fresh elections will be held by the end of the year.

To pass the constitution, which is still being hotly debated in the assembly, a two-thirds majority is required.

"It's high time to take into account what the population and different opposition groups are saying about how this government has failed to protect Tunisians," said Kamel Labidi, an analyst and free speech activist who expressed worry that the Islamists might not compromise. "I am afraid the hardliners in the Islamist movement are not inclined generally to work with anyone to lead the country toward democracy."

After the assassination of Belaid, anti-government protests erupted and Hamadi Jebali, the prime minister at the time suggested the formation of a government of technocrats. His own party rejected his offer and Jebali resigned.

In the wake of the latest assassination, Ennahda has remained firm once again in its insistence on remaining in power until the transition is completed and new elections held.

Ajmi Lourimi, a member of the Ennahda executive bureau, criticized the opposition for trying to use the crisis for its own ends.

"The demands of the opposition are not realistic or responsible ... they want to throw the country into a deeper crisis and take it into the unknown with disastrous consequences," he told The Associated Press. "The only solution is dialogue and consensus among all the parties and find compromises on our differences and finish the transition period with elections as soon as possible."

The opposition, as well as the main labor union that called the general strike, have shown little interest in dialogue. Among Friday's disruptions, flights and public transportation were cancelled.

Instead several groups and political parties announced the formation of a National Salvation Front to hold protests until the resignation of the government.

The number of people protesting in central Tunis and in front of the assembly was modest given the summer heat and the holy fasting month of Ramadan.

However, Brahmi's funeral on Saturday is expected to attract thousands.

A pro-government demonstration briefly marched down central Tunis' Bourguiba Avenue, the main site of the protests that brought down dictator Zine El Abidine Ben Ali in 2011. Echoing supporters of the Islamist government in Egypt that was overthrown by a coup earlier in July, the protesters hailed the "legitimacy" of the government in the aftermath of elections.

Unlike their counterparts in Egypt, however, Tunisia's Islamists have consistently shown a willingness to compromise with the country's powerful secular forces, including on key matters like keeping reference to Islamic law out of the constitution.

Political analyst Allani said in the wake of the latest assassination that Ennahda needs to make serious compromises in light of the fall of the Muslim Brotherhood government in Egypt.

"This time the facts have changed and the regional events oblige it to make concessions or lose its credibility and open the way for new tensions in society," he said.

California Supreme Court Rejects Plea To Stop Gay Marriages

The California Supreme Court on Tuesday rejected a plea to order county clerks to stop issuing marriage licenses to gay and lesbian couples.

?The request for an immediate temporary stay or injunctive relief is denied,? states a brief court order.

Ernest Dronenburg's petition, filed Friday, claims that a state directive ordering clerks to issue marriage licenses to gay couples does not apply to him as a San Diego county clerk.

?I asked for a stay because it's cruel to set up people,? Dronenburg told CBS8. ?In 2004, the last time there was a case, the court came out against it and they had to unwrap 4,000 marriages ? that is hurtful.?

Proposition 8 tumbled after the Supreme Court ruled that interveners lacked standing to defend the law, leaving in place a 2010 circuit court ruling declaring it unconstitutional.

Within days after the Supreme Court ruled, the Ninth Circuit Court of Appeals lifted its stay in the ruling, allowing same-sex marriages to resume in California. On June 28, Governor Jerry Brown and Attorney General Kamala Harris, both Democrats, ordered clerks in all 58 counties to resume issuing marriage licenses to gay couples.

In a current lawsuit being considered by the high court, Protect Marriage, the group that sponsored the 2008 amendment, argues, among other things, that Brown does not have the authority to end enforcement of Proposition 8 and that the 2010 ruling only applies to the two counties where plaintiffs live, not the entire state.

Dronenburg had asked the court to block the state directive until the lawsuit is settled.

(AP) ? An Associated Press analysis of video images shows that a Spanish train was traveling well above the speed limit when it derailed, killing 80 people.

Officials say the speed limit on that section of track is 80 kph (50 mph).

An estimate of the train's speed at the moment of impact using the frame rate of the video and the estimated distance between two pylons gives a range of 144-192 kph (89-119 mph). Another estimate calculated on the basis of the typical distance between railroad ties gives a range of 156-182 kph (96-112 mph).

The figures supported experts' assessment that the train appeared in the video to be moving well above the speed limit when it crashed Wednesday. The Interior Ministry said Thursday that 80 people died.

Worsfold likely to coach on at Eagles

West Coast coach John Worsfold has given the biggest hint yet that he wants to coach on next season, revealing he will make a presentation to the club's board in the coming weeks.

And star ruckman Nic Naitanui may not feature again this year after being struck down by more groin soreness, while Daniel Kerr is battling a knee injury.

Just last month, speculation was rife Worsfold would walk away at season's end after 13 years at the helm.

But Worsfold certainly spoke like a man who wants to coach on when he addressed the media on Wednesday.

"I'm putting a plan in action to present to the footy club," a relaxed and somewhat jovial Worsfold said.

"So in a nutshell, I will be very clear on where it's all at inside a month, and we'll go from there."

Although West Coast are almost certain to miss the finals this year, chairman Alan Cransberg has previously stated that Worsfold would remain a wanted man irrespective of whether the club featured in September.

Worsfold said even if he does decide to coach on, he doesn't expect the club to sign off on the deal straight away.

"I don't think I'm just going to walk in and sign a contract," the 2006 premiership coach said.

"I think I'm going to walk in and show them what my thoughts are about my direction I think the coaching group can head in.

"And I would assume that it won't be just rubber stamped. The board would have to consider that."

Meanwhile, Naitanui and Kerr will miss Sunday's clash with the Bulldogs at Etihad Stadium, with the pair no guarantee to play again at all this year.

Naitanui, who underwent pre-season surgery on his groin, will be rested for at least a week before being put through his paces at training again.

Worsfold said he wasn't sure whether Naitanui's issues could be labelled as osteitis pubis.

But if the 23-year-old pulls up sore from training in the coming weeks, then West Coast will call an early end to his season.

"I don't think surgery is part of the equation at this stage," Worsfold said.

"Rest will resolve the issue. It's a matter of how much rest."

Kerr, whose knee flared up following his WAFL hit-out last Saturday, will consult medical staff this week to determine the best course of action, with surgery a distinct possibility.

The 10th-placed Eagles will also be without Luke Shuey (hamstring) against the Bulldogs, but Scott Selwood is in line to return from a fractured thumb.

Dublin forum to weigh options for elected mayor post


The capital?s city and county manager positions could be abolished and organisations such as Dublin Bus subsumed into a single transport company if a directly elected mayor was appointed, Lord Mayor of Dublin Ois?n Quinn has said.

Mr Quinn is leading a forum of the four local authorities to draft proposals for Government on the creation of a directly elected mayor.

Speaking ahead of the first meeting of the forum tonight, he said it was vital the right structure for the new role was selected to control costs, ensure efficiencies and avoid duplication of roles and services.

Three main models are to be put before the forum for consideration. The first is a directly elected mayor with executive powers. Under this option the mayor would appoint a cabinet for a five-year contract, with control over each of the region?s main operation areas, such as transport, planning, housing or waste management.

?When the mayor goes, they go,? Mr Quinn said.


Shared power
Under the second option, executive power would be shared with the council. The mayor still has a cabinet but appoints councillors to the cabinet positions. The council can then hold the mayor to account.

Option three would be a representative mayor. Similar to the current lord mayor, the new mayor would be ambassador for the city, the difference being that the mayor would hold a position for five years, from one local election to the next, instead of the current one year.

This would be the weakest of the three options, Mr Quinn said.

?There may be other options, and we will consider all reasonable options and they will be open to public debate, but I would lean towards options one or two.?

Of more than 1,200 people surveyed by the city council on their attitude to the new position, 61 per cent said they wanted a directly elected mayor, 25 per cent said they were not sure, and 14 per cent said they were against.

The cost of the office was cited by 40 per cent of those opposed while almost one-third said either the role would have no real power, or would be just an additional layer of bureaucracy.

The council?s survey, Your Dublin Your Voice, found that men, those with higher levels of education and pensioners were most in favour of having a directly elected mayor, with those living in the Dublin city local authority area more in favour of the position than those living in the Dublin county council areas.

Almost 70 per cent wanted the mayor to have control over transport, waste and environmental services, with slightly fewer choosing planning (64 per cent), housing ( 53 per cent), and policing and emergency services (47 per cent).

Almost 46 per cent said the mayor should govern the full county of Dublin, while 36 per cent said it should have power over Dublin city only.

Mr Quinn said options one or two offered the opportunity to achieve substantial cost savings and efficiencies.

?You can make the case for it costing less because currently you have multiplication of what?s going on. For starters, you wouldn?t have city and county managers, or separate managers for each service in each local authority.?

The budget for different services could be ?pulled? from a number of sources, he said.

?The two big departments where funding could come from would be environment and local government, and tourism, transport and sport.?


F?ilte funding
There was also a case for siphoning some of the funding from F?ilte Ireland, he said.

?Of the ?140 million F?ilte Ireland budget, they don?t reveal how much is spent on Dublin. Estimates are that it?s in the region of ?25 million, but if the mayor had that money, imagine what could be delivered.?

Organisations with responsibility for some services in Dublin as part of their remit could relinquish that control and other organisations could be rationalised, particularly in the area of transport, he said.

?Instead of having four or five different companies vying for funds, you could have one Dublin metropolitan transport company with responsibilty for Dublin Bus, light rail and the Dart and commuter train services of Irish Rail, giving us one integrated system.?

US surveillance, Syria at issue on defense bill

(AP) ? The authority of the National Security Agency to collect phone records of millions of Americans sharply divided members of Congress on Tuesday as the House pressed ahead on legislation to fund the nation's military.

Tea party conservatives and liberal Democrats backed an amendment to the $598.3 million defense bill that would end the NSA's authority under the Patriot Act, preventing the government agency from collecting records unless an individual is under investigation.

That measure, along with another to cut off funds for the NSA, drew criticism from the leaders of the Senate Intelligence committee, who argued that the surveillance programs have helped disrupt numerous attempted terrorist attacks.

The House is likely to vote on those amendments on Wednesday.

"Any amendments to defund the program on appropriations bills would be unwise," Sens. Dianne Feinstein, D-Calif., chairwoman of the panel, and Saxby Chambliss of Georgia, the top Republican, said in a statement Tuesday.

Former NSA systems analyst Edward Snowden leaked documents last month that revealed that the NSA had collected phone records, while a second NSA program forced major Internet companies to turn over contents of communications to the government.

Leaders in Congress, such as House Speaker John Boehner, R-Ohio, and House Intelligence Committee Chairman Mike Rogers, R-Mich., have strongly defended the programs, but libertarian lawmakers and liberals have expressed serious concerns about the government's surveillance in a fierce debate over privacy and national security.

The overall defense spending bill would provide the Pentagon with $512.5 billion for weapons, personnel, aircraft and ships plus $85.8 billion for the war in Afghanistan for the fiscal year beginning Oct. 1.

The bill is $5.1 billion below current spending and has drawn a veto threat from the White House, which argues that it would force the administration to cut education, health research and other domestic programs to boost spending for the Pentagon.

In a leap of faith, the bill assumes that Congress and the administration will resolve the automatic, across-the-board spending cuts that have forced the Pentagon to furlough workers and cut back on training. The bill projects spending in the next fiscal year at $28.1 billion above the so-called sequester level.

Republican leaders struggled to limit amendments on the overall bill, concerned about hampering the president's national security and anti-terrorism efforts.

Pleading with Rules Committee members Monday, Rep. Justin Amash, R-Mich., sponsor of an amendment on the NSA, asked his colleagues to "allow the voice of the people to be heard."

The House also will consider an amendment that would bar funds for any military action in Syria if it violated the War Powers Resolution. Another amendment would prohibit money to fund military or paramilitary operations in Egypt.

Republicans and Democrats argued that Congress should have a say in what amounted to taking sides in a sectarian war.

The debate over Syria comes as the chairman of the Joint Chiefs of Staff, in a cautionary assessment of more aggressive American military action, said establishing a no-fly zone to protect Syrian rebels would require hundreds of U.S. aircraft at a cost of as much as $1 billion a month with no assurance it would change the momentum in the 2-year-old civil war.

In a letter to the chairman of the Senate Armed Services Committee, Gen. Martin Dempsey outlined the risks, costs and benefits of five potential steps as the Obama administration weighs its next move to help the opposition battling the forces of President Bashar Assad. The sectarian conflict has killed at least 93,000, according to United Nations estimates, and displaced millions, prompting more calls on Capitol Hill for greater American action.

Dempsey said the decision to use force in Syria is not one to be taken lightly.

"It is no less than an act of war," he wrote. And once that decision is made, the U.S. has to be prepared for what may come next. "Deeper involvement is hard to avoid," he said.

The United States has been providing humanitarian assistance to the opposition seeking to overthrow the Assad government. The administration has recently taken steps to arm rebels with weapons and ammunition, a move welcomed by some in Congress but troubling to other lawmakers.

Separately, members of the House Intelligence Committee who had balked weeks ago at the Obama administration's first attempt to pay for lethal aid for the Syrian rebels said Monday that their concerns largely had been addressed.

"After much discussion and review, we got a consensus that we could move forward with what the administration's plans and intentions are in Syria consistent with committee reservations," Rogers said in a statement.

Money to arm the rebels would come from current classified intelligence budgets.

At a Capitol Hill news conference on Tuesday, Boehner expressed his support for the move.

"I think their effort to help the right set of rebels in Syria is in our nation's best interest," he told reporters.

Dempsey spelled out costs, ranging from millions to billions of dollars, for options that included training and arming vetted rebel groups, conducting limited strikes on Syria's air defenses, creating a no-fly zone, establishing a buffer zone and controlling Syria's massive stockpile of chemical weapons.

The military leader said that while these steps would help the opposition and pressure Assad's government, "We have learned from the past 10 years, however, that it is not enough to simply alter the balance of military power without careful consideration of what is necessary in order to preserve a functioning state."

Dempsey's reference was to the more than a decade of war in Iraq and Afghanistan.

The Joint Chiefs chairman said creation of a no-fly zone would neutralize Syria's air defenses. It would require "hundreds of ground and sea-based aircraft, intelligence and electronic warfare support, and enablers for refueling and communications. Estimated costs are $500 million initially, averaging as much as a billion dollars per month over the course of a year."

Obama, in a return to Ill. college, to begin new series of speeches focused on the economy

WASHINGTON ? Drawing renewed attention to the economy, President Barack Obama will return this week to an Illinois college where he once spelled out a vision for an expanded and strengthened middle class as a freshman U.S. senator, long before the Great Recession would test his presidency.

The address Wednesday at Knox College in Galesburg, Ill., will be the first in a new series of economic speeches that White House aides say Obama intends to deliver over the next several weeks ahead of key budget deadlines in the fall. A new fiscal year begins in October, and the government will soon hit its borrowing limit.

The speech comes just a week before Congress is scheduled to leave for its monthlong August recess and is designed to build public pressure on lawmakers in hopes of averting the showdowns over taxes and spending that have characterized past budget debates.

In his economic pitch, Obama will talk about efforts to expand manufacturing, sign up the uninsured for health care coverage, revitalize the housing industry and broaden educational opportunities for preschoolers and college students. He will also promote the economic benefits of an immigration overhaul.

The White House is promoting the speech as part of an arc of economic messages from the president that began at Knox College in 2005, when Obama was in his first year in the Senate. Since then, Obama has sought to raise the profile of his economic agenda with periodic speeches, including one at Georgetown University in Washington in 2009 and one in Osawatomie, Kan., in 2011. The White House posted a video highlighting Obama's previous economic addresses.

The president will also speak Wednesday at the University of Central Missouri in Warrensburg, Mo.

Obama's focus on the economy comes as he has experienced a degree of success with the Senate, which passed an overhaul of immigration laws and unclogged a Republican blockade against several presidential nominations. It also reflects a belief at the White House that the administration has been able to manage a series of confrontations with Congress over the Internal Revenue Service, phone surveillance of Americans and the deadly attack on the U.S. consulate in Benghazi, Libya.

"The president thinks Washington has largely taken its eye off the ball on the most important issue facing the country," Obama senior adviser Dan Pfeiffer said Sunday evening in a message sent to the White House's public email list. "Instead of talking about how to help the middle class, too many in Congress are trying to score political points, refight old battles and trump up phony scandals."

Obama's agenda still faces stiff opposition in the House, where Republicans have a majority. On immigration, for example, Speaker John Boehner has said the House will not pass the Senate bill and, instead, intends to deal with the issue on a piecemeal basis.

Obama is pushing to end the federal budget cuts that kicked in this year so they don't extend into the next fiscal year. That could create a showdown with congressional Republicans in September, as the end of the current fiscal year approaches. Some Republicans also want more deficit reduction as a price for raising the debt ceiling, a bargain Obama says he will not make.
