Critics: Obama slow to fill disaster aid coffers (AP)

WASHINGTON ? The government's main disaster aid account is running woefully short of money as the Obama administration confronts damages from Hurricane Irene that could run into billions of dollars.

With less than $800 million in its disaster aid coffers, the Federal Emergency Management Agency has been forced to freeze rebuilding projects from disasters dating to Hurricane Katrina to conserve money for emergency needs in the wake of Irene. Lawmakers from states ravaged by tornadoes this spring, like Missouri and Alabama, are especially furious.

The shortfalls in FEMA's disaster aid account have been obvious to lawmakers on Capitol Hill for months ? and privately acknowledged to them by FEMA ? but the White House has opted against asking for more money, riling many lawmakers.

"Despite the fact that the need ... is well known," Reps. Robert Aderholt, R-Ala., and David Price, D-N.C., wrote the administration last month, "it unfortunately appears that no action is being taken by the administration." The lawmakers chair the panel responsible for FEMA's budget.

FEMA now admits the disaster aid shortfall could approach $5 billion for the upcoming budget year, and that's before accounting for Irene.

As a result, funds to help states and local governments rebuild from this year's tornadoes, as well as past disasters like hurricanes Katrina and Rita and the massive Tennessee floods of last spring, have been frozen. Instead, FEMA is only paying for the "immediate needs" of disaster-stricken communities, which include debris removal, food, water and emergency shelter.

"Going into September being the peak part of hurricane season, and with Irene, we didn't want to get to the point where we would not have the funds to continue to support the previous impacted survivors as well as respond to the next disaster," FEMA Administrator Craig Fugate told reporters at the White House on Monday.

Earlier this year, the administration requested $1.8 billion for FEMA's disaster relief fund, despite pent-up demands for much more. Appropriations for last year totaled four times that amount.

FEMA estimates that the request still left the disaster fund short by $2 billion to $4.8 billion for the upcoming fiscal year. Those are figures the agency provided to Congress this spring ? before Irene or the tornadoes that destroyed huge swaths of Joplin, Mo., or beat up the South.

With recovery operations from Irene still in the early stages, FEMA spokesman Rachel Racusen said it is too early to know whether that projected shortfall has increased or by how much.

"It's just too soon to know what any uninsured losses will be," Racusen said.

"Even though the president himself said that we are going to do everything we can to help these communities rebuild, the rhetoric has not matched reality, and the Disaster Relief Fund is running out of money," Aderholt said.

The likely vehicle for replenishing the disaster account is the homeland security spending bill for the budget year beginning Oct. 1. The House passed the measure in early June, but the Senate has yet to act.

Meanwhile, Republicans controlling the House and the Democratic-controlled Senate may be headed toward a battle over whether to cut spending elsewhere in the budget to pay for tornado and hurricane aid.

A top leader in the tea-party-driven House says that chamber will find those offsetting spending cuts. The Senate, however, is likely to take advantage of a little-noticed provision in the recently passed debt limit and budget deal that permits Congress to pass several billion dollars in additional FEMA disaster aid without budget cuts elsewhere.

"We will find the money if there is a need for additional money," House Majority Leader Eric Cantor, R-Va., told Fox News on Monday. "But those monies are not unlimited, and we have said we have to offset that."

A House-Senate collision over disaster aid would risk further delays in replenishing dangerously low FEMA disaster accounts.

"It's too early to tell what the damage assessment will be and what next steps may need to be taken," said Meg Reilly, a spokeswoman for the White House budget office.

It's hardly the first time that longer-term rebuilding projects like schools and sewer systems have been frozen out to make sure there's money to provide disaster victims with immediate help with food, water and shelter. But it's frustrating to communities like Nashville, Tenn., which is rebuilding from last year's historic floods.

The Obama White House is just the latest administration to lowball disaster relief requests. Over the past two decades, Congress has approved $130 billion for FEMA's disaster account. But the bulk of that money, $110 billion, has been provided as emergency funding in addition to the annual budget.

NEW YORK (AP) ? The U.S. Tennis Association says the site of the U.S. Open has "minimal damage" from Tropical Storm Irene and the aim is to begin the Grand Slam tournament on time.

In a posting on the tournament website Sunday, the USTA says workers are preparing the Billie Jean King National Tennis Center for a scheduled 11 a.m. start Monday.

The USTA says it is in contact with New York City officials about mass transit, road conditions "and the ability to start the event on Monday."

Irene made landfall in New York as a tropical storm with 65 mph winds, not the 100-mph hurricane that had churned up the East Coast.

It is tempting to imagine that the Department of Homeland Security (DHS) has adopted a kinder and more just approach to its immigration enforcement mission.? After all, the department announced in recent days that it will henceforth focus its enforcement efforts on ?high priority? immigration cases; that is, those cases involving serious criminals and individuals who are a threat to public safety or national security.? While this is a welcome, long overdue announcement, we must keep in mind that there are still DHS enforcement policies in place that are in dire need of repair.

For instance, according to a story in the New York Times earlier this month, U.S. immigration agents stationed along the U.S.-Mexico border have taken to detaining and sometimes arresting unauthorized immigrants as they try to leave the United States and return to Mexico. In other words, after pouring billions of dollars into immigration enforcement programs to make the United States as unwelcoming as possible to unauthorized immigrants, the Obama Administration has decided to make their departure just as difficult and to torment them as they leave. This policy is as nonsensical as it is cruel.

To be fair, the Administration is snaring unauthorized immigrants as it attempts to do what previous administrations have not: stem the flow of drug money and guns from the United States to Mexico, into the waiting arms of drug cartel leaders. But this neither explains nor justifies why immigration agents are arresting immigrants who have no connections to drug money or gun smuggling?and who are leaving the country. As the Times notes, even some vehemently anti-immigrant groups oppose this practice on the grounds that it slows, and perhaps even discourages, the departure of unauthorized immigrants from the country. In a surreal moment last year, the president of the nativist organization Americans for Legal Immigration issued a statement saying that:

?This is about the only situation we would ever advocate that our immigration laws be waived. We want to encourage the illegals to leave America on their own and thus we ask Obama to provide them safe passage out of America.?

When questioned about its illogical policy, the Administration resorts to a generic law-and-order explanation. An anonymous ?administration official? told the Times: ?We?re not trying to discourage anyone from leaving, but we do want to send the message that there are consequences for breaking immigration laws.?

As Greg Siskind points out in the AILA Leadership Blog: ?Bad policies have consequences, as well. Unfortunately, everyone seems to have figured this out but the officials carrying out the bad policy.? Syria's crackdown hits ally Hezbollah's image (AP)

BEIRUT ? As Syria's crackdown on protesters gets bloodier, it is having repercussions for one of Damascus' most crucial allies, eroding the reputation of the Lebanese militant group Hezbollah.

At recent protests, Syrians demonstrating against President Bashar Assad have also unleashed their anger at the Shiite Hezbollah over its blunt support for the regime. Some protesters have set fire to the yellow flag of Hezbollah and pictures of the group's leader, Sheik Hassan Nasrallah.

Such outcry is startling in a country that prides itself for being a bastion of resistance against the U.S. and Israel and has lionized Hezbollah. Syrians and Arabs around the region have in recent years elevated Nasrallah to the status of a nationalist hero after his guerrillas' 2006 war with Israel, and posters of the turbaned, bearded sheik are one of the top selling items in Syrian souvenir shops.

The anger at Hezbollah illustrates the delicate, contradictory position of the Shiite movement. On the one hand, the source of its popularity ? even among many Sunnis in the region ? has been its image as a patriotic force to defend Lebanon against Israel, and it is highly protective of that image. On the other, its close alliance to Syria and, even more, to Iran make it vulnerable to accusations that it is merely a well-armed tool for those regimes.

Newly released indictments by the International Criminal Court accusing four Hezbollah members in the 2005 assassination of former Prime Minister Rafik Hariri, Lebanon's most powerful Sunni leader, further cast a shadow over its reputation.

Hezbollah backed the anti-regime uprisings in Egypt, Yemen, Bahrain and Tunisia. But it publicly sided with Iran and Syria in their brutal crackdowns on protesters.

"Hezbollah always criticizes the double standards of the West, but it has done worse," said Amjad, a protester from the Syrian city of Hama, which for the past week has been under a crushing siege by Assad's forces.

"We feel betrayed," he said. Amjad spoke on condition his full name not be used because of fears of reprisals.

In a sign of its wariness over the damage to its reputation, Hezbollah has avoided talking about Syria's uprising. The movement has gone out of its way to strongly deny repeated, though unverified claims, by Syrian activists that Hezbollah fighters ? as well as Iranians ? are involved in crushing demonstrations and killing protesters. In his recent speeches, Nasrallah has kept his comments on Syria down to a minimum.

But as a close ally of Damascus, Hezbollah could not avoid the subject completely, and its Manar TV station has adopted the Syrian government line blaming the unrest on armed extremist groups. Early on in the uprising, Nasrallah embraced Assad, casting him as a reformer, in a speech that infuriated Syrian protesters.

"Toppling the resistance regime in Syria, which is ready for reform, would provide a great service to Israel and to U.S.-American control over the region," he said.

Officials of the group contacted by The Associated Press declined to comment about the Syria uprising or its repercussions on Hezbollah, saying their chief was the only person authorized to talk about the subject.

"As the repression in Syria intensifies ... Hezbollah will find itself spending more of its reputation and political capital in support of a regime that is on its way out," said Randa Slim, a research fellow at the New America Foundation in Washington.

The troubles for Hezbollah come at a time when it should be riding high. It now holds a dominant role in Beirut's government and the prime minister is an ally, giving it unprecedented political clout in Lebanon after its opponents, the U.S.- and Western-backed factions led by Hariri's son Saad, were sidelined. Its extensive arsenal of weapons and rockets is virtually untouchable for the moment, after years of calls for it to disarm.

"Militarily, the organization is stronger than ever but its credibility and legitimacy, regionally, have taken a big hit," said David Schenker, director of the Program on Arab Politics at the Washington Institute for Near East Policy.

In the early 2000s, Hezbollah was riding on a wave of unprecedented popularity, after its war of attrition forced Israeli troops to withdraw from south Lebanon and end nearly 20 years of occupation. In 2006, it fought Israel to a standstill in a ferocious monthlong war. Its popularity across the Arab world was so intense there were reports of some Sunnis in Syria and Jordan converting to Shiite Islam.

But in recent years came several blows, starting with the 2008 assassination of its top military commander Imad Mughniyeh in a car bomb in Damascus. A year later, after the U.S.-backed Lebanese government moved to dismantle its telecommunications network, the group briefly seized control of large swaths of Beirut, turning its guns on its local Lebanese foes, something Nasrallah had swore the group would never do.

A cloud-based streaming service for movies has reportedly been in the works for Apple TV for awhile. The application was rumored to let users access their movie downloads on multiple iOS devices and would be called iTunes Replay. Apple was rumored to have reached agreements with major studios and TV networks, and the product was supposed to be set for release in the foreseeable future. Apparently, movie industry execs aren?t quite as on-board as we were led to believe. CNET says Apple has negotiated with key studios and HBO?s exclusivity contract remains an issue. HBO has rights to new movies before other distributors do, and it?s possible that Apple wants to find some work-around before it launches the service. That seems unlikely, but there are still a number of studios HBO doesn?t have this deal with that Apple could go for first.

Of course HBO does have deals with Universal, 20^th Century Fox, and Warner Bros, which might be enough to keep Apple in negotiations for awhile. S&P's Beers says risks on downside for future U.S. rating (Reuters)

WASHINGTON (Reuters) ? The head of Standard & Poor's sovereign ratings, David Beers told "Fox News Sunday" he did not expect "that much impact" when global markets open on Monday due to what he called a "mild deterioration" in the U.S. credit standing to AA-plus from top-tier AAA.

Asked about the prospects for a further lowering of the U.S. rating, Beers said, the agency's negative outlook meant that "risks are on the downside."

He also said the downgrade announced on Friday was not due to the budget positions of any political party and that on any future agreement, "We think credibility would mean any agreement would command support from both political parties."

Beers called the U.S. Treasury Department's criticism of the credit rating agency's analysis a "complete misrepresentation." Even with the debt limit agreement passed by Congress, he said, "the underlying debt burden of the U.S. is rising and will continue to rise over the next decade."

Stress protection: How blue-green algae hoard energy

Under normal conditions, cyanobacteria, also termed blue-green algae, build up energy reserves that allow them to survive under stress such as long periods of darkness. They do this by means of a molecular switch in an enzyme. By removing this switch, it should be possible to use the excess energy of the bacteria for biotechnological purposes such as hydrogen production, without the bacteria suffering. This was found out by researchers at the Ruhr-Universitt led by Prof. Dr. Matthias Rgner (Biochemistry of Plants, Faculty of Biology and Biotechnology). Their results, which they obtained together with a Japanese research group from the Tokyo Institute of Technology, are published in the Journal of Biological Chemistry.

Molecular switch prevents waste of energy

The energy-rich molecule ATP serves as a store for the energy gained through photosynthesis in plants. It is built up, and where necessary broken down again, by the enzyme ATPase. To guard the bacterium against stress situations with too much or too little light, the ATPase of the cyanobacteria has a small area which acts like a switch. It prevents the ATP from being broken down prematurely in the dark, when no photosynthesis takes place. The bacterium thus creates a store of energy which helps it through stress phases. However, this switch also slows the rate of photosynthetic electron transport with the water splitting in light: "You have to imagine it like wanting to squeeze something into a full storehouse against resistance", says Prof. Rgner.

On the way to biotechnological hydrogen

In the experiment, he and his colleagues removed the switch area of the ATPase in cyanobacteria by means of genetic engineering. "Of course we expected that the bacteria would suffer much more afterwards and that they would become much slower", he explains. "But that was not the case". The bacteria grew just as usual under laboratory conditions - without light stress. However, they create lower ATP energy reserves, so they can't survive very long dark periods as well as the wild type. On the other hand, the excess energy in light, which otherwise went into the reserves, is now available for biotechnological use. "This should make it possible to use at least 50% of the energy gained from light-driven water splitting for other processes in the future, e.g. for solar-powered biological hydrogen production through cyanobacterial mass cultures in photobioreactors", estimates Prof. Roegner.

Officer accuses fellow rebels in Libya killing (AP)

BENGHAZI, Libya ? A rebel special forces member accused fellow Libyan rebels on Friday of killing the movement's military chief, pointing to a potentially major split in the ranks of the opposition battling Moammar Gadhafi.

An angry Mohammed Agoury told The Associated Press that he was present when a group of rebels from a faction known as the February 17 Martyrs' Brigade came to Abdel-Fattah Younis' operations room outside Benghazi before dawn on Wednesday and took him away with them for interrogation.

Agoury said he tried to accompany his commander, "but Younis trusted them and went alone."

"Instead, they betrayed us and killed him," he said.

The February 17 Martyrs Brigade is a group made up of hundreds of civilians who took up arms to join the rebellion. Their fighters participate in the front-line battles with Gadhafi's forces, but also act as a semi-official internal security force for the opposition. Some of its leadership comes from the Libyan Islamic Fighting Group, an Islamic militant group that waged a campaign of violence against Gadhafi's regime in the 1990s.

Agoury said the brigade had an agenda against Younis, because he was previously Gadhafi's interior minister and was involved in the crackdown that crushed the LIFG.

Younis defected to the rebellion early in the uprising that began in February, bringing his forces into the opposition ranks ? a move that at the time raised Western hopes that the uprising could succeed in forcing out the country's ruler of more than four decades. But some on the rebel side remained deeply suspicious of him because of his longtime ties to Gadhafi.

"They don't trust anyone who was with Gadhafi's regime, they wanted revenge," said Agoury.

A member of the Martyr's Brigade said his group had evidence that Younis was a "traitor." He told the AP that "the evidence will come out in a few days." The brigade member spoke on condition of anonymity because he feared reprisals.

Younis' body, along with those of two colonels who were his top aides, were found on Thursday, dumped outside Benghazi, the rebels' de facto capital. Their bodies had been burned.

The head of the rebel National Transitional Council, Mustafa Abdul-Jalil, blamed "gunmen" and said one man had been arrested, but Abdul-Jalil did not say what he believed motivated the killers.

Abdul-Jalil said Younis had been "summoned" to Benghazi for questioning on a "military matter" and was killed along with two aides while on route.

But hours before the commander's death was announced, rebel military spokesman Mohammed al-Rijali had said Younis was taken to Benghazi for "interrogation" on suspicion his family might still have ties to Gadhafi regime, raising questions about whether he might have been assassinated by his own side.

The city of Benghazi woke up to fierce shooting Friday morning, as the news of Younis' death spread confusion and suspicion in the city.

Thousands marched in Younis' funeral procession on Friday, as men draped the rebel tricolor flag over his coffin and carried it to a cemetery, where he was buried.

Younis' son, Ashraf, broke down, crying and screaming as they lowered the body into the ground.

"We want Moammar to come back! We want the green flag back!" he shouted at the crowd, betraying his frustration with the months of chaos in the country and a desire for a return to normalcy.

At the funeral, Younis' nephew Mohammad al-Obaidi called Younis a martyr and a champion of the Libyan uprising, while the crowd broke into chants of "The martyr is God's beloved" and "Allah is Great."

At the cemetery, Younis was given a military farewell with a 300-soldier salute beore being buried. The crackling of machine guns shot in the air competed with the crowds chanting.

Younis' deputy Col. Suleiman Mahmoud has taken over the military's duties in Benghazi.
