New operating system for space: High-tech tycoons (AP)

SEATTLE ? The tycoons of cyberspace are looking to bankroll America's resurgence in outer space, reviving "Star Trek" dreams that first interested them in science.

Microsoft co-founder Paul Allen made the latest step Tuesday, unveiling plans for a new commercial spaceship that, instead of blasting off a launch pad, would be carried high into the atmosphere by the widest plane ever built before it fires its rockets.

He joins Silicon Valley powerhouses Elon Musk of PayPal and Jeff Bezos of Amazon.com Inc. in a new private space race that attempts to fill the gap left when the U.S. government ended the space shuttle program.

Musk, whose Space Exploration Technologies will send its Dragon capsule to dock with the International Space Station in February, will provide the capsule and booster rocket for Allen's venture, which is called Stratolaunch. Bezos is building a rival private spaceship.

Allen is working with aerospace pioneer Burt Rutan, who collaborated with the tycoon in 2004 to win a $10 million prize for the first flight of a private spaceship that went into space but not orbit.

Allen says his enormous airplane and spaceship system will go to "the next big step: a private orbital space platform business."

The new system is "a radical change" in how people can get to space, and it will "keep America at the forefront of space exploration," Allen said.

Their plane will have a 380-foot wingspan ? longer than a football field and wider than the biggest aircraft ever, Howard Hughes' Spruce Goose.

It will launch a space capsule equipped with a booster rocket, which will send the spacecraft into orbit. This method saves money by not using rocket fuel to get off the ground. The spaceship may hold as many as six people.

"When I was growing up, America's space program was the symbol of aspiration," said Allen, who mentioned his love of science fiction and early human spaceflights. "For me, the fascination with space never ended. I never stopped dreaming what might be possible."

For those attracted to difficult technical challenges, space is the ultimate challenge, Allen said.

"It's also the ultimate adventure. We all grew up devouring science fiction and watching Mercury and Gemini, Apollo and the space shuttle. And now we are able to be involved in moving things to the next level," he said, adding that he admires people like his former Microsoft colleague Charles Simonyi who have gone into space to experience it.

Allen is not alone in having such dreams, and the money to gamble on making them come true.

Bezos set up the secretive private space company Blue Origin, which has received $3.7 million in NASA startup funds to develop a rocket to carry astronauts. Its August flight test ended in failure.

"Space was the inspiration that got people into high-tech ... at least individuals in their 40s and 50s," said Peter Diamandis, who created the space prize Allen won earlier and is a high-tech mogul-turned space business leader himself. "Now they're coming full circle."

Diamandis helped found a company that sends tourists to space for at least $25 million a ride, and seven of the eight rides involved high-tech executives living out their space dreams. Simonyi paid at least $20 million apiece for two rides into orbit and attended Allen's Tuesday news conference, saying he wouldn't mind a third flight.

"Space has a draw for humanity," not just high-tech billionaires, Simonyi said, but he acknowledged that most people don't have the cash to take that trip.

Space experts welcome the burst of high-tech interest in a technology that 50 years ago spurred the development of computers.

"Space travel the way we used to do it has a `50s and `60s ring to it," said retired George Washington University space policy professor John Logsdon. "These guys have a vision of revitalizing a sector that makes it 21st century."

But Logsdon said the size of the capsule and rocket going to space seemed kind of small to him, only carrying 13,000 pounds. It didn't seem like a game-changer, he said.

Stratolaunch's air-launch method is already used by an older rocket company, Orbital Sciences Corp., to launch satellites. It's also the same method used by the first plane to break the sound barrier more than 50 years ago.

Stratolaunch, to be based in Huntsville, Ala., bills its method of getting to space as "any orbit, any time." Rutan will build the carrier aircraft, which will use six 747 engines. The first unmanned test flight is tentatively scheduled for 2016.

NASA, in a statement, welcomed Allen to the space business, saying his plan "has the potential to make future access to low-Earth orbit more competitive, timely, and less expensive."

Unlike its competitors, Allen's company isn't relying on startup money from NASA, which is encouraging private companies to take the load of hauling cargo and astronauts to low Earth orbit and the International Space Station. The space agency, which retired the space shuttle fleet earlier this year, plans to leave that more routine work to private companies and concentrate on deep space human exploration of an asteroid, the moon and even Mars.

Allen said his interest comes not just because of the end of the shuttle program or changes in government funding for space, but he does see an incredible opportunity right now for the private sector to move the needle on space travel.

Allen's company is looking at making money from tourists and launching small communications satellites, as well as from NASA and the Defense Department, said former NASA Administrator Michael Griffin, a Stratolaunch board member who spoke at a Tuesday news conference.

Just three months ago, Griffin was testifying before Congress that he thought the Obama administration's reliance on private companies for space travel "does not withstand a conventional business case analysis."

This is different because it's private money, with no help or dependence on government dollars, said Griffin, who served under President George W. Bush.

Allen and Rutan collaborated on 2004's SpaceShipOne, which was also launched in the air from a special aircraft in back-to-back flights. Sir Richard Branson's Virgin Galactic licensed the technology and is developing SpaceShipTwo to carry tourists to space. But Allen's first efforts were more a hobby, while this would be more a business, Logsdon said.

SpaceShipOne cost $28 million, but this will cost much more, officials said.

Allen left Microsoft Corp. in 1983, and has pursued many varied interests since then. He's the owner of the Seattle Seahawks football team as well as the NBA's Portland Trailblazers. He also founded a Seattle museum that emphasizes science fiction.

Allen said this venture fits with his technology bent.

"I'm a huge fan of anything to push the boundaries of science," Allen said.

France hands Carlos the Jackal another life prison term (Reuters)

PARIS (Reuters) ? A French court sentenced flamboyant Marxist militant Carlos the Jackal to another life prison term on Thursday for bomb attacks that killed 11 people nearly three decades ago.

The Venezuelan defendant, 62, whose real name is Ilich Ramirez Sanchez, has been locked up in France for almost 20 years serving a life sentence in a separate case for killing two police officers and an informant in Paris in 1975.

Sentencing Ramirez to an additional life term, the special terrorism court in Paris made up of seven magistrates said he should serve a minimum of 18 years in jail.

The verdict could push back the date on which he can apply for conditional release, currently set for 2012.

Defense lawyers called the decision a scandal and said their client would file an appeal.

Ramirez was accused of masterminding four separate attacks in France on two trains, a train station and a Paris street that killed 11 people and wounded nearly 200.

Prosecutors said the bombings were his answer to the police seizure of two of his gang, including his lover, and had argued that he remained a danger to the public.

Earlier on Thursday, Ramirez - once one of the most wanted international criminals - addressed the court in a five-hour monologue, alternately rambling, vitriolic and poignant, calling himself a "living martyr" in defending his innocence.

Ramirez, a self-dubbed "elite gunman," appeared resigned to a guilty verdict. Death in prison, he said at one point, "is the role of a revolutionary."

"I am in prison ... condemned in a pre-decided case," he told the court, his voice rising in volume.

SHADES OF CHE GUEVARA

Ramirez, a colorful figure recognizable at the height of his fame by his Che Guevara-style beret, sunglasses and Havana cigars, sealed his notoriety in a bloody hostage-taking of OPEC oil ministers in 1975.

During the Cold War he received backing from Soviet bloc and Middle Eastern countries, staging attacks throughout Europe for more than two decades before being captured in Sudan in 1994.

During the six-week trial, Ramirez appeared more like a master of ceremonies than a defendant, talking over speakers, interrupting judges, correcting lawyers and occasionally beaming benevolently from his caged-in defendant's box.

He denied any specific involvement in the four bombings in 1982 and 1983 on a Paris street, two trains and a Marseille train station that wounded nearly 200 people and left 11 dead. Prosecutors say the bombings were Ramirez's answer to the police seizure of two of his gang, including his lover.

"There is nothing ... to connect me with these four attacks," he told the court, making a zero sign with his thumb and index finger.

Like a modern-day Scheherazade, Ramirez wove story after story, often smiling and waxing nostalgic about former comrades, and sometimes turning fiery to rail at the system.

His unrelenting discourse touched on a variety of topics, from prison life to Zionist strategy, Soviet passports, the French state, hashish and even the death penalty.

Ramirez broke down, his powerful voice wavering when, at the end of his speech, he read from what he said was the last will of fallen Libyan leader Muammar Gaddafi.

"I will continue the fight," he read from the text, before breaking off, overcome with emotion. A group of about a dozen youths in the courtroom audience raised their fists in the air, shouting encouragement at Ramirez.

"Salam Alaikum," or "Peace be with you," said Ramirez, who converted to Islam while in prison, before giving a final fist in the air to the crowd.

MAN OF COMBAT

Accused of being a gun-for-hire by his opponents, and a cold-blooded killer by a former cohort turned witness against him, Ramirez introduced himself on the first day of the trial as "a revolutionary by profession."

Casting himself as a convenient scapegoat, he questioned why no one had ever been arrested in France for the attacks. He and his lawyers said the evidence in the case was based on unreliable witnesses and photocopies of documents from Eastern European secret service archives.

Clearly enjoying the limelight, Ramirez displayed a fondness for name-dropping, variously citing a cast of historical and modern-day heads of state from Venezuelan President Hugo Chavez and Soviet leader Stalin to former French president Jacques Chirac, mentioning the latter's guilty verdict given in the same courthouse earlier in the day.

He explained to the court the proper way to load a 9-millimeter pistol, correcting a prosecutor's knowledge of how many bullets such a gun holds.

"You really aren't a man of combat," he told him.

Prosecutors had argued Ramirez remains a public danger and demanded he be sentenced to an additional life term and serve a minimum of 18 years.

Annual cancer screening tests urged less and less

Annual cancer tests are becoming a thing of the past. New guidelines out Wednesday for cervical cancer screening have experts at odds over some things, but they are united in the view that the common practice of getting a Pap test every year is too often and probably doing more harm than good.

A Pap smear once every three years is the best way to detect cervical cancer, the U.S. Preventive Services Task Force says. Last week, it recommended against prostate cancer screening with PSA tests, which many men get every year.

Two years ago, it said mammograms to check for breast cancer are only needed every other year starting at age 50, although the American Cancer Society still advises annual tests starting at age 40. Earlier this week, a large study found more false alarms for women getting mammograms every year instead of every other year.

"The more tests that you do, the more likely you are to be faced with a false-positive test" that leads to unnecessary biopsies and possible harm, said Dr. Michael LeFevre, one of the task force leaders and a professor of family and community medicine at the University of Missouri. "We see an emerging consensus that annual Pap tests are not required for us to see the benefits that we have seen" from screening, he said.

Those benefits are substantial. Cervical cancer has declined dramatically in the United States, from nearly 15 cases for every 100,000 women in 1975 to nearly 7 per 100,000 in 2008. About 12,200 new cases and 4,210 deaths from the disease occurred last year, most of them in women who have never been screened or not in the past five years.

The cancer society and other groups say using Pap smears together with tests for HPV, the virus that causes cervical cancer, could improve screening. But the task force concluded the evidence is insufficient "to assess the balance of benefits and harms" of that.

Instead, more lives probably could be saved by reaching women who are not being adequately screened now, the task force says.

And despite what many people suspect, cost has nothing to do with the task force's stance, its leaders said.

"We don't look at cost at all. We really are most concerned about harms," said Dr. Evelyn Whitlock of Kaiser Permanente Northwest's Center for Health Research in Portland, Ore., who led an evidence review for the task force.

Here are some questions and answers about the cervical cancer guidelines.

Q. At what ages should screening start and end?

A. The task force recommends against screening women under 21 or older than 65. Very few cervical cancer cases occur in women under 21, so the old advice to start screening three years after the age of first intercourse has been changed. HPV tests are only approved for women after age 30 because transient infections that don't pose a cancer risk are more common at younger ages.

"We should not be screening teenagers. It's not helping, it's not finding any more cancers and it's creating way too many harms for them," said Debbie Saslow, the cancer society's director of breast and gynecologic cancer.

Q. Should anyone else not be screened?

A. Women who have had their cervix and uterus removed should not be tested, but check with your doctor ? not all hysterectomies are complete; some leave the cervix.

Q. What does screening cost?

A. Paps cost $15 to $60; HPV tests run $50 to $100.

Q. Will insurance pay for HPV tests since the government panel doesn't endorse them?

A. Probably. They are included in preventive services that other federal advisers say should be covered under the Affordable Care Act, and the government has continued to pay for mammograms for women who want them even if it is sooner or more often than the task force recommends.

Q. What if I've had the HPV vaccine?

A. Doctors don't know how the vaccine will affect HPV test results or how long the vaccine lasts, so women should still be screened for cervical cancer if they are within the recommended screening ages.

Q. How can I comment on the guidelines?

MALDIVES ? At first sight, the Maldives looks like paradise on earth, with its turquoise atolls, sparkling sand, fish in all the colors of the rainbow, and numerous luxury hotels. Maldives is a democracy with a dynamic young population, and its high-end tourism is currently overtaking famous destinations such as Mauritius and the Seychelles as a top destination. In 2011, the number of Chinese tourists caught up with the number of British visitors: the future looks bright.

But put on your scuba fins and you'll discover a slightly less romantic picture. The reality is a seascape of floating bottles and cans, next to diapers washed out from beach landfills ? the inhabitants don't really have a choice. The coral is not in good condition either, as oceanographer Fabien Cousteau was able to see while diving there last week. Over-fishing is partly to blame, as it deprived the reef of its cleansing fish. The coral is also recovering from El Ni?o's last visit in 1998, from a tsunami in 2004, as well as from a general warming of waters.(Read "Is China the Least Happy Nation on Earth?")

Marine species can't cope with the wastewater, which is hardly being treated among the 300 inhabited Maldivian islands. Financially speaking, the atolls' nebulous political past is responsible for the country's persistent public debt. The small paradise, 1,000 nautical miles away from any other coast, is following the same path as many other territories going through an ecological and financial crisis. The Maldivian government is adopting a more proactive approach, as it is well aware of the consequences that a decaying ecosystem could have on tourism, which accounts for 40% of the island's GPD.

But another threat has the government concerned: just barely above sea level, the islands risk going under rather sooner than later, as ocean water levels rise from the effects of global warming. It was in the face of this threat that President Mohamed Nasheed, back in 2009, made what was a stunning pledge. He vowed to make the Maldives carbon-neutral within a decade, by moving to wind and solar power. His aim was simple. Strategic plan

It has become the core of Mohamed Nasheed's advertised diplomatic speech. In October 2009, a few days before the opening of the UN Climate Change Conference in Copenhagen, the Maldivian President organized an underwater cabinet meeting. His commitment even led to a documentary called "The Island President." The film was recently shown at the Toronto International Film Festival. Last week, Nasheed's archipelago welcomed a panel of international experts. On Monday, the Maldivian President met with France's minister of foreign affairs, Alain Jupp?, and spoke in favor of an international agreement limiting greenhouse gas emissions.

The first democratic president after more than 20 years of dictatorship, Nasheed knows that this ecological issue is not going to get him reelected. Polls suggest Maldivian voters care little about the environment. So he decided to underline the importance of carbon-neutral economic growth by calling peoples' attention to the fact that more than 30% of the island's GPD is spent on fossil fuels. Tired of not seeing a sign of the money Europe promised to give, Nasheed is now betting on cheap renewable energies for electricity, which has so far been produced by diesel generators that are accountable for half the carbon dioxide emissions. Other emissions, linked to road or water transport, will be neutralized by progressively introducing electric vehicles. As far as the impact of air transport is concerned, buying carbon credits seems to be the only medium-term solution.(Read "Time to Shutter America's 'Coup Academy'?")

Since last year, things have become clearer. A strategic plan was written down. It is now possible to buy green electricity, and a first photovoltaic contract was signed with the Maldivian hotels and resorts owner Kaimoo. The whole movement is catching momentum as Samoa, Costa Rica and Ethiopia have all joined Norway in the club of countries that pledge to go carbon-neutral before 2030.

Testing micro-electronic stimulators for spinal cord injuries

ScienceDaily (Oct. 18, 2011) ? A new wireless device to help victims of spinal cord injury is receiving attention in the research community. Mesut Sahin, PhD, associate professor, in the department of biomedical engineering at NJIT, recently has published and presented news of his findings to develop micro-electrical stimulators for individuals with spinal cord injuries.

The work, now in its third year of support from a four-year, $1.4 million National Institutes of Health (NIH) grant, has resulted in the development and testing of a technology known by its acronym, FLAMES (floating light activated micro-electrical stimulators). The technology, really a tiny semiconductor device, will eventually enable people with spinal cord injuries to restore some of the motor functions that are lost due to injury. Energized by an infrared light beam through an optical fiber located just outside the spinal cord these micro-stimulators will activate the nerves in the spinal cord below the point of injury and thus allow the use of the muscles that were once paralyzed.

This past September, The Journal of Neural Engineering published the first testing in animals. "Our in vivo tests suggest that the FLAMES can be used for intraspinal micro-stimulation even for the deepest implant locations in the rat spinal cord," said Sahin.

"The power required to generate a threshold arm movement was investigated as the laser source was moved away from the micro-stimulator. The results indicate that the photon density does not decrease substantially for horizontal displacements of the source that are in the same order as the beam radius. This gives confidence that the stimulation threshold may not be very sensitive to small displacement of the spinal cord relative to the spine-mounted optical power source." Sahin spoke about this work at the IEEE Engineering in Medicine and Biology Conference in Boston, also in September of 2011.

FLAMES is a semiconductor device that is remotely controlled by an optical fiber attached to a low power near-infrared laser. The device is implanted into the spinal cord, and is then allowed to float in the tissue. There are no attached wires. A patient pushes a button on the external unit to activate the laser, the laser then activates the FLAMES device.

"The unique aspect of the project is that the implanted stimulators are very small, in the sub-millimeter range," Sahin said. "A key benefit is that since our device is wireless, the connections can't deteriorate over time plus, the implant causes minimal reaction in the tissue which is a common problem with similar wired devices."

The electrical activation of the central and peripheral nervous system has been investigated for treatment of neural disorders for many decades and a number of devices have already successfully moved into the clinical phase, such as cochlear implants and pain management via spinal cord stimulation. Others are on the way, such as micro stimulation of the spinal cord to restore locomotion, micro stimulation of the cochlear nucleus, midbrain, or auditory cortex to better restore hearing and stimulation of the visual cortex in the blind subject. All of them, however, are wired, unlike FLAMES, which is not.

Selim Unlu, professor of electrical and computer engineering at Boston University, is working with Sahin. "We hope that once FLAMES advances to the clinical stage, patients paralyzed by spinal injury will be able to regain vital functions," Sahin said.

It still managed to rake in $28.27 billion during the quarter, which is up from $20.3 billion in Q3 2010, but quite a bit short of the $29.69 billion analysts were counting on -- net profits came in at $6.62 billion. The company also announced that 17.07 million iPhones during the quarter (a 21 percent jump from a year ago), along with 11.12 million iPads (a whopping 166 percent increase year-over-year), 4.89 million Macs, and 6.62 million iPods (once again the one area that continues to decline, now down 27 percent from a year ago). The latest development by engineers of KIT is inspired by nature. To fill the porous electrodes of lithium-ion batteries more rapidly with liquid electrolyte, they use a physico-chemical effect that also provides for transport in trees. The new process increases the throughput of battery production and reduces investment costs. These and other innovations will be presented by KIT at the eCarTec International Electromobility Fair in Munich (hall A5, stand 323) from October 18 to 20.

The electrodes inside modern batteries are as porous as a sponge. Unlike household sponges, however, pore size is in the micrometer range. As a result, the electrode has a very large surface area and provides much space for the chemical processes during electric charge and discharge. This is necessary for developing batteries for electric vehicles that can cover large distances and be recharged rapidly. "But the pores have to be filled completely with the electro-lyte in order to work optimally," explains Dr. Wilhelm Pfleging from KIT. The liquid electrolyte is the transport medium, in which the charged ions can flow between anode and cathode in the battery. "Without electrolyte, there is no charge equalization inside and no current flow outside." The materials used in electrodes and the elec-trolyte of conventional high-energy batteries for automotive indus-try, however, provide for a bad wetting of the electrode surface by the liquid electrolyte only.

Consequently, much time and expenditure in battery production have been spent so far for making the electrolyte move into the smallest pore, if possible, and for maximizing battery capacity. The liquid is forced to enter the material by expensive and time-consuming storage processes at vacuum or elevated temperatures. "Our new process allows to reduce this time from several hours to a few minutes," confirms Pfleging. To achieve this amazing effect, he relies on nature. By a mechanico-chemical technology, the elec-trodes are modified such that the electrolyte is sucked into the bat-tery as water is sucked into high trees. As a result, the electrolyte spreads very rapidly over the complete material and performance data of batteries based on this principle are much better.

"This novel electrode modification drastically reduces the technical expenditure and production times needed for filling lithium-ion cells with electrolyte," acknowledges Andreas Gutsch. Under the Compe-tence E project, he coordinates the activities of more than 250 scientists at KIT to utilize the large innovation potential of a number of partial improvements and to further develop the entire system. "Now, an interdisciplinary team of physicists, chemists, materials researchers, and process engineers has succeeded in making an important step towards low-cost batteries." A patent has already been applied for. The process is planned to be integrated in the production lines of battery manufacturers as quickly as possible. "We are pushing licensing to close the innovation gap between development and industry as rapidly as possible. Several renowned companies have already asked for license contracts. At KIT, we are conducting excellent research for application, not for the drawer."

High school football player dies after game in NY

HOMER, N.Y. (AP) ? A high school football player in upstate New York died Friday night after he suffered a head injury during a game.

The fatal injury comes at a time when the safety risks of youth sports are under intense scrutiny, due to questions about whether enough is being done to protect players' heads. It occurred during the third quarter of a varsity game in Homer, south of Syracuse. A lineman on the visiting team from Phoenix High School was hit hard and lay face down after the play.

"The coaches and trainers went over. He was talking. He rolled on his back by himself," said Phoenix School District Superintendent Judy Belfield. The boy was able to sit up after the play, but he complained of a very bad headache and collapsed when he tried to stand, she said.

An ambulance took him to a hospital, and he was being transferred to a larger medical center in Syracuse when his condition deteriorated, Belfield said. The ambulance turned around, but doctors were unable to save the student's life.

The teen's name wasn't immediately released out of concern that not all of his relatives had been notified of the death.

Team coaches didn't learn until after the game that the player's injuries were severe, Belfield said. She said the school community was distraught, and that officials would open the high school Saturday to students or staff who wanted to talk about what had happened.

"It just one of those freak things," she said. "The Homer players have to be feeling just as much sadness."

The Homer Central School District posted a message on its website Saturday morning saying the community had been "deeply saddened and shares in the grief of the Phoenix School Community."

Head injuries in football have been a concern across the country in recent years, with some medical evidence emerging to suggest that the equipment players use may not be enough to protect them from serious, long-term injuries.

A handful of high school students suffer fatal on-field injuries every fall, according to the University of North Carolina's National Center for Catastrophic Sport Injury Research. A player at Frostburg State University, in Maryland, died after suffering a head injury in a practice in August.

Belfield said the Phoenix school district sends its football helmets out to be reconditioned every year, and that each has to pass a safety inspection before the season begins.

"Over the course of the past few years, they have really tried to improve the protection of the head. But there is always a risk of injury or of death," she said. She added that an investigation would be conducted to try to determine what went wrong.

In New York, a law signed this summer will require school coaches to bench student athletes who have symptoms of a concussion, a mild traumatic brain injury with symptoms such as dizziness or headaches. Students can play again only after they are symptom-free for 24 hours and cleared in writing by a doctor.

NEW YORK (AP) ? Larry Hagman has been diagnosed with cancer.

The 80-year-old actor is famous for playing J.R. Ewing on "Dallas." In a statement Friday, he said: "As J.R. I could get away with anything ? bribery, blackmail and adultery. But I got caught by cancer."

Hagman declined to specify what kind of cancer he's contracted, but said it's "a very common and treatable form." He plans to continue working on a new reboot of "Dallas" for TNT, which begins production Monday.

The new "Dallas" focuses on the Ewing offspring as they clash over the future of the family dynasty. The original prime-time soap opera aired on CBS from 1978 to 1991. Hagman underwent a liver transplant in the mid-1990s.

Said Hagman: "As we all know, you can't keep J.R. down!"

ATLANTA (AP) ? A floundering presidential bid has fractured what was once a rock star Republican image. Not long ago, Newt Gingrich sat atop a lucrative political empire, the sought-after intellectual guru of the GOP.

Now, all but broke, he's traveling coach. His vaunted political operation, American Solutions, has gone under. And he's finding himself fighting for air time ? if not respect ? at Republican presidential primary debates.

Gingrich has become an asterisk in the race.

On Thursday, he will try to prove he's still a player by rolling out a "21st Century Contract with America" ? a campaign manifesto he hopes will evoke the glory days, when he stood at the helm of the Republican revolution in the 1990s as the GOP won the House and he won the speakership. Aides cast the new Contract with America as the start of a discussion with the American people about the direction the country is headed.

Is Gingrich still running for president? Or simply seeking to repair his brand, damaged by a campaign that imploded almost as soon as it began?

Maybe both.

Gingrich insists he has his eyes on the White House and argues that the campaign overcame a key obstacle simply by surviving the summer.

"Now we have to see if we can break out or not," he said recently.

The new Contract with America is designed to do just that, and Gingrich hopes it will set the tone for the campaign discussion moving forward. He's betting that dissatisfaction with Texas Gov. Rick Perry and unease with former Massachusetts Gov. Mitt Romney ? the two candidates leading the field ? will prompt GOP voters to give him a fresh look.

He still is among the most recognizable of political figures campaigning, and he's surrounded by well-wishers when he attends events. His support rose to 10 percent in a new CNN poll; he's third behind Perry and Romney. And his debate performances have won him some converts.

"Most of the candidates are talking about generics, but he was actually talking about real solutions," said Allen Olson, who resigned his post as head of the Columbia, S.C. Tea Party, to endorse Gingrich, after hearing him speak at Sen. Jim DeMint's candidate forum.

Still, to say Gingrich faces an uphill climb is an understatement.

"They are living debate to debate," former Gingrich aide Rich Galen said. "There is no path to the nomination."

Gingrich's top-tier campaign advisers fled the campaign en mass in June just weeks after Gingrich entered the race, furious with the candidate's laissez faire approach to the campaign, his high rate of campaign spending and the involvement of his wife, Callista. Campaign finance reports showed he was $1 million in debt; aides say he's still in the red but has retired about half that amount.

And his image ? as well as his once lucrative business interests that collectively have been dubbed Gingrich, Inc. ? has taken a huge hit after his campaign's early stumbles.

His grass-roots apparatus, the political action committee called "American Solutions for Winning the Future" ? no longer exists, shutting its doors this summer because it was unable to attract the same hefty donations without Gingrich in charge. His latest book, "A Nation Like No Other," failed to climb the New York Times best-seller list as many of his previous volumes had. No longer a pundit on the FOX Channel, Gingrich now must jockey for attention along with the rest of the GOP field.

Former Gingrich aide Rick Tyler ? one of the aides who walked out in the spring ? said for his old boss it makes sense to remain in the race.

"Newt is a happy warrior. He's optimistic. As long as he has an audience to talk to and feels his ideas are making a difference he will keep plugging away," Tyler said.

Raymon White, a Georgia-based Republican political consultant and lobbyist who is backing Texas Gov. Rick Perry, said there's little doubt Gingrich is staying in the contest to rehabilitate his tarnished image.

"He couldn't make it appear that he'd been forced out of the race," White said. "So, he stays in, goes to the debates and at the end of the day he leaves on his own terms, the 'big idea' guy again."

And, perhaps, rebuilds his image ? if not his empire ? in the process.

Libya thinks it knows where Gadhafi is hiding

Moammar Gadhafi is believed to be hiding near the western town of Ghadamis near the Algerian border under the protection of Tuareg tribesmen, a senior Libyan military official said.

"One tribe, the Tuareg, is still supporting him and he is believed to be in the Ghadamis area in the south," Hisham Buhagiar, a senior military official of the Libya's new leadership, told Reuters by telephone late on Tuesday.

Buhagiar is the coordinator of the hunt for Gadhafi.

Revolutionary command spokesman Abdel-Rahman Busin said that the Tuaregs were supporting Gadhafi "probably because he's paying them."

Buhagiar said the ousted Libyan leader was believed to have been in the southern town of Samnu a week ago before moving to Ghadamis, which lies 345 miles southwest of Tripoli.

He said Gadhafi's son Saif al-Islam was in Bani Walid and another son, Mutassem, was in Sirte, the family's home town.

"They are both thinking about leaving Libya maybe to Niger," Buhagiar added.

Sirte, one of the last bastions of support for Gadhafi, is encircled by forces of Libya's ruling National Transitional Council (NTC) and under bombardment from NATO warplanes.

Taking Sirte would bring the NTC closer to gaining control of the whole country, a goal that has eluded it more than a month after its fighters seized the capital.

Buhagiar said most tribes in the south were against Gadhafi except for the Tuareg, who still support him.

"There has been a fight between Tuareg tribesmen who are loyal to Gadhafi and Arabs living there (in the south). We are negotiating. The Gadhafi search is taking a different course," Buhagiar said, without elaborating.

Gadhafi's daughter Aisha, her brothers Hannibal and Mohammed, their mother Safia and several other family members fled to Algeria in August and have lived there since.

$16 million in cash
Meanwhile, Libya's transitional government delivered $16 million to the southern city of Sabha , which has been beset by fighters loyal to Gadhafi, hoping to bolster support for revolutionary forces.

Journalists on Tuesday accompanied the oil and finance minister, Ali al-Tarhouni, and the cash on the first flight to touch down in Sabha since a NATO enforced no-fly zone order in March.

Revolutionary forces have gained control of much of the area but still face heavy resistance.

"The forces inside these areas are not opposed to joining us but they do not want to disarm," said Ahmed Bashir, spokesman for Libya's National Transitional Council in Sabha. "They have the weapons and no manpower. We have the manpower and lighter weapons."

Gadhafi's supporters are still putting up a fierce fight on three fronts. In addition to Sirte, there is resistance in the area of Bani Walid, southeast of the capital, and in pockets in the country's vast desert south, including Sabha.

In Sabha, revolutionaries are based in the city's largest neighborhood, al-Gurtha. They have set up a national council office and checkpoints on roads leading to areas where Gadhafi loyalists refuse to hand over their weapons.

Residents are able to cross checkpoints into Gadhafi loyalist-held areas, but only if they have family inside, and even then they risk being accused of being Gadhafi supporters.

Bashir said the area has no Gadhafi brigades, but there are worries that armed Gadhafi loyalists may ambush revolutionary forces from the desert.
