Overhauling education system Lastupdate:- Thu, 6 Sep 2012 18:30 ...

Education is considered to be the jugular vein for the survival of the nations in this age of Information and Communication Technology. An international survey report reveals that 70 percent of worlds resources are being consumed by the 17 percent people living in western hemisphere, and only 30% is left for the rest of the world.
It is unfortunate that our policy makers are not sensitive enough towards the coming generation. The department of education is headless for the last so many months. The process of decision making gets delayed which in turn affects the working efficiency of the department. The general public, civil society and student community are surprised over the silence of the stakeholders regarding the issues highlighted in GK to set right the education system. The news story published in GK, August 23, 2012, UNESCO for overhaul of JKs education system shows that our voice is being heard. But unfortunately our babus need hearing aids to listen to the screams and shouts of the poor and downtrodden students enrolled in government schools.
The report regarding the academic scenario and figures quoted in this newspaper indicate that the future of the generation to come is being spoiled. If the Trade Unions understand the sensitivity of their job and play a positive role, they can contribute a lot to the system. But unfortunately they are playing politics with the future of poor students???????
UNESCO in its recommendations has made special mention of Teacher Education. It is an admitted fact that for Quality Education we must have quality teachers and teaching techniques. To achieve this goal we must make our Teacher Education Institutions vibrant and provide them subject specific faculty. It is suggested that only senior lectures should be posted in the Teacher Education Institutions. These institutions should be involved in decision making particularly in academic matters. Regarding UNESCOs reference about Continuous and Comprehensive evaluation (CCE), it is already in vogue but teachers dont implement it in real sense.
To make teachers accountable at grassroots level, to strengthen work culture in the department and to ensure Community participation, worthy Secretary to Government Department of School Education has already issued an order? (Government order no 469 of Edu. of 2012 dated 28.05.2012), wherein all the ZEOs have been asked to reconstitute Village Education Committees. The committees have to supervise ten components as per the government order. It could definitely prove a revolutionary step and can address many scholastic and co-scholastic problems at local level with the help of community members. But unfortunately the process have been hampered by the Trade Unionists at Zonal level as they fear that their performance will be evaluated at grassroots level by the committee members and parents . The Director School Education Kashmir/Jammu should pull up the concerned officers to complete the process in a time bound manner and also ask DIETs to organize workshops for awareness of VEC members about their empowerment and responsibilities thereof. The success of the system lies in the active participation of community.
